Seed, irrigation, fertilizer, technology, transportation, electricity and technical knowledge and skills are the basic necessities in agricultural production. Problems like geographical obstacles, lack of irrigation and transportation facilities and the scarcity of improved seeds and chemical fertilizers have created the situation of our inability to increase agriculture production and productivity. Regional Seed Laboratories are established in 5 development regions of Nepal with the objectives of providing easy access to quality seeds to the farmers.

 After the establishment of Nepal Agriculture Research Council, separated from Department of Agriculture, all the research centers and seed testing laboratories remained under Department of Agriculture. But still, far-western development region did not have any seed testing labs.  In order to speed up the seed quality control activities, Seed Laboratory was established in Dhangadi, Kailali in 2049/50 BS by the then His Majesty's Government. According to the decision made by His Majesty's Government on 3rd Shrawan 2059BS, the laboratory was transferred to the locality of Krishi Farm, Sundarpur; which was then conducted under the Department of Agriculture.

According to the decision made by Department of Agriculture on 3rd Magh 2065 BS, the land owned by Regional Agriculture Training Center was divided as 5 Kattha each for 3 laboratories nearby, 10 Kattha for exhibition and research by the center and remaining for seed production purpose by Regional Seed Laboratory, Sundarpur. Since the FY 2064/65 BS, the laboratory had been producing source seed of rice and wheat.

Agriculture Development Farm, Sundarpur, established under federal government system in the FY 2075/76, is working to produce seeds of different crops. Similarly, the seed lab provides services like seed testing, field inspection during seed production, seed certification, seed market monitoring, sample collection and testing, varietal experiments of different crops, seed quality control training, storage inspection and control of seed quality supplied by private seed traders. The beneficiaries of these service include farmers, farmers groups, seed company, cooperatives, agriculture knowledge centers and farm centers of 9 districts of Sudurpaschim province, Nepal.
